Abstract

Speaking skill serves as the primary medium of oral communication in Arabic language learning. However, its instruction in Islamic schools continues to face complex challenges that hinder student fluency. This study aims to investigate the linguistic and non-linguistic obstacles encountered in teaching speaking skills to ninth-grade students at Al-Ihsan Islamic Junior High School Bekasi, while proposing expert-backed procedural solutions to address these issues. Employing a qualitative research design with a descriptive-analytical approach, field data were gathered through structured interviews, questionnaires, direct observations, and school document reviews. The collected data were subsequently analyzed using the Miles and Huberman interactive framework. The findings reveal that linguistic hurdles involve insufficient practical exercises and the dominant use of the native language. Meanwhile, non-linguistic constraints encompass weak administrative planning, a lack of language role models, an unsupportive environment, low teacher remuneration, inadequate instructional media, and low student motivation. To overcome these barriers, the study highlights strategic remedies, including professional development, interactive pedagogy, and the establishment of a controlled language environment. The novelty of this research lies in its integrative linkage between empirical diagnosis and actionable solutions, providing practical insights for school administrators and language educators to elevate oral communication proficiency.
